Dogs locked in cars in the summer/citizen responsibility

Every summer there are public service announcements about leaving dogs (and children) in hot cars. Children are an easy call--call the police and/or break them out.

But what recourse does a citizen have re animals? Twice in the past week I have been somewhere when a passer by has noticed dogs locked in a car with the windows rolled up and interested people go store to store looking for the owner. The stores have responded with announcements and in one case a seemingly educated owner appeared.

Yesterday, a concerned citizen finally called the police when the owner could not be located--when she was, she too looked like she should have known better. A couple of questions:

1. Is there an existing education campaign--for example, placing signs in store doorways that warn people?
2. Are there other efforts being made, including educating concerned citizens about what they can do when they see this?
3. Is there a law regarding this?
