Marketing and Strategic Planning Manager (Human Services Program Supervisor)

The Virginia Board for People with Disabilities seeks a dynamic, highly motivated individual to lead its outreach, communications activities, and planning activities. As a small, unique state agency tasked to assess the needs of Virginians with disabilities and advocate for improvements and expansions of the state’s disability services system, the Board requires a Marketing and Strategic Planning Manager with extensive knowledge and experience in grassroots and professional networking and outreach to diverse constituencies in the governmental, nonprofit, and for-profit sectors, preferably including individuals with disabilities and their families, service-providers, advocacy organizations, and policymakers.  
 
Candidates must have demonstrated experience in identifying target audiences and their leaders, devising and implementing the best means of communicating with them, and facilitating collaborations among them. Strong public and media relations skills are required, including traditional and online research, writing and editing for technical and general readership publications, public speaking, and events management. Media relations experience should include print, broadcast, and online news and information sources. Management of website content, effective use of direct and mass e-mail communications, and familiarity with online social media are also required.  
 
Because of the Board’s large, diverse membership and small support staff, the Marketing and Strategic Planning Manager must be an effective one-on-one communicator as well, capable of eliciting the knowledge, capabilities, and viewpoints of Board members and coworkers, following others’ direction, and supporting their activities. The ability and willingness to multi-task and adapt promptly in a changing environment is essential. Experience in facilitating group consensus on short and long-range goals, objectives, and strategies and expressing them clearly and precisely is required. Experience with designing and implementing qualitative and quantitative constituent research, including the use of focus groups and printed, telephone, and online surveys, for assessment and evaluation is also required. Fluency with grant-funding, regulatory, and political processes is preferred.  
 
This position will work closely with the Executive Director, the Board’s Executive Committee and Board staff to help create change within and outside of the organization. Some statewide and overnight travel will be required.  
 
 

Requirements: 
Experience in grassroots and professional networking and outreach to diverse constituencies. 
Experience and demonstrated skill in marketing and public and media relations practices. 
Exceptional writing and editing skills with experience in publications and online communications development, production, and distribution. 
Experience with website content management and interrelated use of online social media. 
Ability to work successfully with diverse external constituencies including high level government and legislative officials, constituent support and advocacy groups, service-providers, and others. 
Experience working with Boards and Advisory Councils preferred. 
Knowledge of the principles and practices of Board and organizational management, project supervision, and team management. 
Experience in collection and analysis of qualitative and quantitative assessment and evaluative constituent research.  
Experience facilitating tactical and strategic planning processes. 
Experience in managing multiple projects and working in/managing teams. 
Exceptional interpersonal, verbal communications, group facilitation, conflict management, and organizational skills. 
Strong analytical and computer skills, including proficiency in Microsoft Word, Outlook, Excel, and Access. 
General knowledge of state fiscal/budget processes and grant-funding practices. 
Knowledge of state disability services system and state/federal legislative processes preferred. 
Familiarity with issues and challenges encountered by Virginians with disabilities and their families preferred.

Salary: Pay Band 5, Salary Range: $45,000 - $62,000
